Employment Opportunity with Municipal Electric Association of Massachusetts

MEAM is seeking a part-time Executive Secretary to be the administrative leader of the organization and support the needs and activities of the organization

The Municipal Electric Association of Massachusetts (MEAM) is a statewide association formed in 1953 and includes all 40 municipally owned electric utilities in Massachusetts.

MEAM's purpose is to provide its members with technical, accounting, financial, purchasing, counsel and other services particular to the operation of electric utilities in Massachusetts. MEAM advocates and promotes the highest possible efficiency in electric system management and works to serve its members a voice on legislative and regulatory issues that impact municipal electric departments.

SCOPE: The position of Executive Secretary will serve as the administrative leader of the organization, working on a part time basis to support the needs and activities of group. ESSENTIAL JOB FUNCTIONS:

  • Works with the MEAM Executive Committee to develop long-range plans and implements corporate strategies for MEAM to positively impact membership value.

  • Recommends to the Executive Committee new programs, policies, and procedures to effect continual improvement of efficiency of MEAM and services provided. Carries out policy directives established by the Executive Committee and membership.

  • Manages MEAM budget and expenditures to ensure financial stability and effectiveness.

  • Directs and implements legislative programs of MEAM, in conjunction with the Legislative Committee. Works with key legislators, legislative staff, and other policymakers to represent the interest of the membership in the development of policy, regulations and legislation effecting Public Power in Massachusetts.

  • Arranges and participates in conferences and seminars focused on communicating Public Power and energy industry issues.

  • Maintains positive working relationships with MEAM members and other regional organizations in the fields of energy policy and the electric utility industry.

  • Prepares agendas, financial reporting, supporting information and attends all General Membership meetings and Executive Committee meetings.

  • Coordinates MEAM subcommittee activity with respect to budget expenditures and deliverables to the Executive Committee.

  • Completes all necessary financial reporting requirements

  • Monitors MEAM’s public resources for content and accuracy including the MEAM website and any marketing materials.

  • Performs other related duties as required.


  • Duties require knowledge of public finance and budgeting, legislative process, and business administration equivalent to completion of a bachelor’s degree in business and/or public administration and over ten years of progressively responsible related experience.

  • Leadership, strategic planning, managerial, and organizational skills.

  • Ability to form strong coalitions with relevant constituencies.

  • Ability to resolve problems and to develop alternatives and recommendations.

  • Ability to recognize organizational priorities and work cooperatively.

  • Ability to communicate effectively both verbally and in writing; to establish positive public relations for the organization, and to interact effectively with a wide range of professionals involved with the Public Power industry.


Bachelor’s degree in Accounting, Business, Engineering or a related field and a minimum of ten years of experience working in or with Public Power, preferably in Massachusetts.
